2. Roles and Responsibilities
2.1 Editor-in-Chief
The Editor-in-Chief (EIC) bears ultimate responsibility for the journal's academic quality, strategic direction, and integrity. This role provides leadership to the entire editorial team and ensures the journal fulfills its mission within the scholarly community.
Key Responsibilities:
- Strategic Leadership: Define the journal's vision, aims, and scope in collaboration with the publisher. Uphold the highest standards of academic integrity and ethics, adhering to guidelines from organizations like COPE.
- Final Decision-Making: Make the final decision on manuscript acceptance or rejection based on recommendations from Associate Editors and reviewer reports. Resolve complex appeals, ethical complaints, and escalated cases.
- Team Management: Appoint, mentor, and guide the team of Associate Editors. Delegate manuscript handling duties based on expertise and ensure the editorial process operates consistently and efficiently.
- Journal Advocacy and Development: Represent the journal at academic conferences and within scholarly networks. Solicit high-quality submissions and guide the development of special issues. Monitor journal performance metrics to implement strategies for continuous improvement.
- Policy Oversight: Approve and periodically review all journal policies, including those for peer review and authorship. Ensure the journal meets and maintains the compliance standards of major indexing databases.
2.2 Associate Editor
The Associate Editor (AE) is a senior editorial team member overseeing the peer review process within their specialty. The AE is critical in maintaining the journal's academic standards, ensuring rigorous, impartial, and efficient manuscript evaluation.
Key Responsibilities:
- Initial Manuscript Assessment: Evaluate new submissions for scope, scientific soundness, originality, and ethical compliance. Make an initial editorial decision, which may include desk rejection or proceeding to full peer review.
- Peer Review Management: Identify, invite, and assign qualified external reviewers. Ensure the review process is conducted by independent experts, with editorial board members participating only in a strictly independent capacity and alongside fully external reviewers.
- Evaluation and Recommendation: Assess peer review reports thoroughly. Synthesize reviewer comments and provide a reasoned recommendation (Accept, Revise, Reject) to the Editor-in-Chief.
- Communication: Communicate editorial decisions to authors clearly and constructively. Manage correspondence with reviewers, acknowledging their contributions.
- Upholding Standards: Ensure all manuscripts meet high standards of methodological rigor and academic integrity.

SCC PRESS does not interfere with editorial decisions, as editorial independence is paramount. The Editorial Board operates independently with full academic decision-making authority. It exclusively oversees all academic processes, including but not limited to topic curation, peer review, and academic ethics evaluations, adhering strictly to ethical standards and prioritizing quality while pursuing novelty.
In making an editorial decision, SCC PRESS expects the Editor-in-Chief and Editorial Board to consider the following factors:
- The suitability of selected reviewers.
- The adequacy of reviewer comments and the author(s)’ response.
- The overall scientific quality of the manuscript.
SCC PRESS policies are informed by the mission to make science and research findings open and accessible as widely and rapidly as possible, this is also reflected in every aspect of the operation of A&R.
Editorial Board members serve fixed-term appointments, with each tenure spanning five years. Terms are renewable, subject to a maximum of two consecutive appointments. The inaugural Board comprises Prof. Dr. Junbiao Zhang as Editor-in-Chief, alongside over 40 distinguished scholars specializing in agricultural economics, rural sociology, rural human geography, and cognate disciplines.
Editorial Board members, including the Editor-in-Chief and Associate Editors, do not participate in any commercial decision-making of SCC PRESS or its management team. Reciprocally, SCC PRESS and its management team do not engage in any academic decision-making of the A&R Editorial Board, ensuring mutual operational autonomy.
